We’re writing a federal bill designed to protect the public from the real risks of artificial intelligence. The Ethical AI Act outlines clear rules for how powerful AI systems can be developed and used in the United States.

This bill isn’t about slowing innovation. It’s about making sure AI doesn’t get out of control—especially when it’s being used in ways that can affect people’s safety, rights, and freedoms.

What the Bill Covers

The Ethical AI Act focuses on five main areas

1. Transparency

Companies building advanced AI systems must disclose what their models can do, how they were trained, and what risks they pose. This includes safety testing and internal evaluations.
Why it matters: Right now, most of this happens behind closed doors.

2. Independent Audits

Any AI system that could affect public safety, democracy, or national security must go through regular third-party audits.
Why it matters: We don’t let companies self-certify airplanes. We shouldn’t do that with AI, either.

3. Bans on Dangerous Uses

Why it matters: Some uses are simply too dangerous to allow.

4. Accountability

If an AI system causes harm, the people who built and deployed it should be held legally responsible.
Why it matters: Accountability stops carelessness. Right now, the default is “oops, sorry.”

5. Human Oversight

The bill requires that key decisions—especially ones affecting life, liberty, or civil rights—must always involve human judgment. No AI system should have final authority over human lives.
Why it matters: Machines don’t understand context. People do.
